SUMMARY OF DUTIES AND RESPONSIBILITIES
JOB FUNCTION: Under the direct supervision of the Resident Monitor Coordinator, the Resident Monitor III is responsible for supervising assigned operations staff; ensuring the performance of operational duties, as stated below, and in the policy procedure manual. The Resident Monitor III is expected to participate in facility activities which foster a safe and secure environment that is conducive to the goals and mission of the West Central Community Correctional Facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. ADMINISTRATIVE
- Participates in staff hiring process as required; and directs assigned staff; assists with the training of other staff as necessary.
- Assists in the development of comprehensive policies, procedures, directives, briefings, and training lesson plans within scope of responsibility; conducts briefings and training as required;
- Participates in operational and other facility staff meetings as necessary; meets with administration, programs, and other operations staff to coordinate and facilitate the smooth execution of all operations and programs within the facility;
- Acts as a spokesperson/liaison for the West Central Correctional Facility with residents’ families, and local agencies/groups, as required; tactfully deals with the public;
- Ensures that all minimum standards of local/state/federal authorities/agencies are maintained within scope of responsibility;
- Maintains operational logs, records, schedules, inventories, and files to facilitate security, safety, and property/supply accountability; assists in the preparation of operational reports to facilitate analysis of organizational effectiveness;
- Job duties will encompass: transporting residents, working in the Control Center, monitoring laundry services, process resident intakes, monitor visitations, and other duties as assigned; may be required to work a variety of shifts and/or overtime.
2. MANAGEMENT AND SUPERVISION OF STAFF
- Supervises directly assigned staff (Resident Monitors), through shift supervision, in the execution of resident supervision, including, but not limited to: admission/release procedures, drug and alcohol testing, visitation, commissary, recreation, and laundry procedures, resident and staff transport operations, and in the support of other programming activities;
- Assists in the development of work assignments and shift schedules for security and transportation staff;
- Reviews staff expectations and evaluates performance of assigned employees; holds employees accountable for their actions; encourages and promotes employee growth;
- Completes timely employee job performance evaluations;
- Ensures all assigned employees maintain strict confidentiality with respect to information obtained and processed in the operation of the facility;
- Identifies and recommends training needs for entire staff.
3. FACILITY OPERATIONS
- Enforces residential program rules and regulations in a firm, fair, and consistent manner, and facilitating resident treatment goals;
- Maintains close and continual coordination with the Resident Monitor Coordinator, other Resident Monitor III’s, coordinators, and supervisors of all functional areas ensuring smooth facility operations, and that residents receive proper and timely services;
- Supervises procedures ensuring security and safety for all aspects of facility operations and programs; provides for a continual safe and secure environment for all staff, residents, and visitors;
- Ensures, in coordination with the Resident Monitor Coordinator, that the facility and its premises are kept free of health, fire, and safety hazards; ensures that all grounds, walkways, driveways, and parking areas are in good repair and well-lighted for a safe and secure perimeter;
- Ensures compliance with facility policies and procedures with regard to the use and storing of all sharp instruments, tools, toxic, corrosive, flammable substances, and other potentially dangerous supplies and equipment;
- Maintains logs and reports of events, situations, and incidents which occur during the daily operations and programs of the facility;
- Supervises procedures for facility access and key control;
- Supervises, and documents procedures for the conduct of visual head counts of residents, isolation checks, facility/resident searches according to approved policies/procedures;
- Supervises, and documents monthly fire drills, tornado drills, and other emergency situations as required;
- Supervises, and documents daily, weekly, and monthly inspections in and around the facility to ensure the facility is clean, orderly, and in good repair;
- Coordinates and monitors resident work assignments and household duties within the facility;
- Coordinates and monitors recreation, visitation, and commissary activities;
- Supervises, monitors, and documents the transport of residents and staff;
- Responds in person, when required, to any problems and/or emergencies at the facility in a timely manner, regardless of hour;
- Creates and maintains a working environment for effective communication among staff;
- Assumes the duties of the Resident Monitor Coordinator, as required;
- Assumes the basic duties of Resident Monitor, as required
4. COGNITIVE BEHAVIORAL FUNCTIONS
- Each employee understands his/her role in using cognitive behavioral interventions and develops the necessary competencies to successfully function in the program.
MINIMUM EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- High School Graduate/GED; Under Graduate education in criminal justice, sociology, psychology, or other related fields preferred, but not required;
- Work experience that required the ability to analyze, plan, and implement effective operations, and the supervision of others which may have included military service, corrections, coaching, counseling, and the application of both positive and negative sanctions to facilitate behavior modification;
- Experience with employee evaluations, promotions, and discipline, preferred;
- Experience with adult and/or juvenile offender/inmate/resident supervision and discipline, preferred;
- Experience at developing policies, procedures, directives, and shift work schedules, preferred;
- Interpersonal communication skills requiring courtesy and tact when dealing with other staff, criminal justice agencies, local organizations, and the general public;
- Ability to relate with people, listen, and then resolve problems effectively; ability to timely define problems, collect data, establish facts, and draw valid conclusions;
- Experience with handling emergencies and potentially dangerous situations; ability to remain cool under pressure; ability to deal with aberrant behavior;
- Personally a team player, while having the ability to supervise staff in a team treatment modality.
- Skills in effective written and oral communications; ability to orally give directions, speak on the telephone, read and understand reports, memos, and policies;
- Ability to lift and carry loads of up to 50 pounds as required;
- Skill in the use of a personal computer and related office software;
- ust possess a valid Ohio Driver’s License.
